05.24.10: New Regulations Affecting Project Funding

For school districts thinking about entering contracts between now and the end of this year, the district should be aware of the new regulations affecting project funding. New Labor Compliance Program (LCP) regulations have been submitted by the Department of Industrial Relations (DIR).
The regulations implement legislation that requires DIR to conduct the LCP for almost all school district projects. The regulations provide for a transfer of a portion of the state grant amount (approximately one-quarter of a percent of the project costs excluding land acquisition) to DIR. The regulations and the transfer would start with contracts signed after August 1, 2010.
